Norwood graduated from Hampton University in 1988. He has served most of his career in police departments in Bridgeport and nearby New Haven, CT. His duties included detective work and as liaison to the FBI and Connecticut's Homeland Security agency. He also served for one year in New York City as a DEA (Drug Enforcement Agency) special agent working undercover to investigate Columbian drug trafficking operations.

His role as Chief of Police in Bridgeport began in July of 2006 and lasted only three years. During that time he fought for tighter controls over budgets and personnel issues. The Bridgeport Police budget was about $42 million compared to the Richmond Police Department budget nearly twice that size.[3]
